I used to drive through New Cuyama fairly frequently in the '70s, '80s &'90s and the sign wasn't present on the main highway. They had a population of about 800 in 2000 and apparently claim (on their real sign) a population of 1100 in '08.
A poor farming community that needs all of the laughs they can get.
