They should have just randomly mailed taxpayers a pallet of Bud Light, an iPod, a Marlin lever gun, or a lifetime subscription to “German Midget Co-Eds Gone Wild”, and achieved the same economic effect, only with more entertaining distribution.Mmmm. Lever gun!
